Utility %/gross rev formulas for evaluating Mat

Looking at an exisiting store in New York Suburban area. Would appreciate any guidance on the percentage of gas,water, and elec to Gross revenues. (15,20,30,35?)
I understand rates vary across the country, but any type of barometer would help my evaluation.
