I have read several comments about water usage or consumption from competing mat's. Is that information available to anyone from local utility companies? I am interested in knowing this for a particular location.

Most utility records are public, but there are some that are not. All you need to do is visit, or call, the utility authority in the area the mat is located and give them the address.
The last 12 months average is usually what they will give you, but make sure it is just water and not water and sewer combined.
If you can get the water, sewer, electric and gas usage for the past 12 months it will give you an idea of what the mat can do for just self serve customers. The total of all utilities should be around 22-27% of gross sales.
