when customers willing to give TIP($$) for their wash&fold service, who should get it?
attendant who actually processes? or store(mat owner)?
I would collect all the tips and have the employes split it.

I believe who ever processes the order for the customer should receive the tip. Who's name is on the ticket in your mat?
If you have 2 people who process they should split it.
The owner of the mat did not do anything to deserve the tip. It goes to the workers. If you choose to keep a portion of the tip it will only led to dishonesty and conflict.
How much do you value your employees anyway?

Interesting. For the record, I pay the attendant 10% of the F&F sale. This is my way of showing our appreciation for their (the attendant's) service. Secondly, it's an incentive to do a good job to keep the customers coming back.
If the customer choose to tip, we split half and half. Reason being they're already receiving 10%. The house is doing all the advertising, calling to get new customers, and call backs to make sure they're satisfied with the service... etc.
Early on when we took over the business, we gave the attendants a choice to either get 10% of sale or keep all the tip (if any). They choose 10%... smart because they're wayyyyyyy ahead in the end.

We give ALL tips to the employees. They are representing your business. If they are happy customers notice, if they are miserable... More customers notice.

I made a joke that 50% of all tips went to the Laundromat. Lets say they were not receptive to that idea.

If the customer choose to tip, we split half and half. That's actually against the law in CA.
California law protects employees from having to share their tips with the owners or managers of business. Employers are allowed to implement certain types of mandatory tip sharing arrangements, but these arrangements must conform to the law.

LOL... ok. Let me clarify further. The house keeps the whole tip. What we did was an partial incentive, 10% plus bonus. Again, I'll emphasize, the attendant receives 10% of the WDF proceeds on top of hourly wage. I'll guarantee that exceeds tips exclusively. By the way, our attendants operate as laundry consultants anyhow.
