Water meters should be rated for their capacity. That capacity will vary depending on the city's water pressure. Your city water dept should be able to provide the information you seek.

You will need to determine the fill rate of the washers in your laundromat. Then add the fill rates up and that's what your meter capacity should be - in gallons per minute.
