Energy (Gas) Cap Price Program

Does anyone have experience with these Cap price programs? Each year I get an offer to enroll, but have not as of yet. I don't know if they are a good idea overall or not. Any input would be appreciated.

I am currently negotiating with my propane supplier for my 6 month lock-in rate. The rate for the last six months was $1.03 gal.

They'll also give me the same rate for my home heating supply.
