I've moved this thread to "Other Business" just to keep things clean.
Lottery sales are regulated heavily at the State level, so any comments I have about lottery ticket sales in my market won't have much bearing. Here, if I were to sell lottery tickets, I would have to go fully attended since it's an OTC sale, or install state run vending machines. They have all sorts of security requirements, and I doubt the ticket sales commission would even cover the additional phone line or internet expense I would be required to incur.
Also, In Oregon, a lottery vending machine MAY NOT be accessible to minors, so they typically have them in a separate room off-limits to kids in a bar where kids are already limited access. Same thing with a cigarette vending machine... Now that it's a federal regulation to only sell tobacco to 18+, you rarely see a cig vending machine anymore outside of a bar or other adult environment where age restrictions are regularly enforced.
