I know the agency is self-funded because I voted (against, FWIW) the citizen's initiative when it was on the ballot. They've got some very creative writers who really appeal to the emotional side of voters when they write the voter summaries and actual body of the law creating the agency.
The promoters of the initiative sold it to voters based on "zero-budget, self-sustaining" accounting. I don't believe in perpetual motion machines either. I'm sure these guys get SOME benefit from the public-funded budget, but so far there's no money in our bankrupt budget for this agency.
Back on point for a minute: P&G went to great lengths to design the packaging and put the silhouette image of kids eating Tide pods under a big red "to not to" X. If you choose to sell these things in singles and not in their original packaging, be prepared to defend against a product liability or negligence suit, since P&G will have nothing to do with it after re-working their packaging.
