That's good to hear there's (maybe) some small bit of common sense threaded into the legislation. Now the skeptic's question: how are they defining "small business"? Are laundromats specifically exempted, or is it businesses with fewer than a given number of employees? Gross revenue? Number of locations?

I only ask because I've been caught in the middle of plenty of different laws and legal debates where the politicians claim they're "helping small business" but it really results in higher taxes, more paperwork or some atrocious penalty for MY business... just because the definition of "small business" is carefully crafted to either include or exclude as many as possible - depending on the goals of those making the rules.

What's really silly, is they already know this is a problem if they are carving out special cases.

If their logic is to somehow protect the public, then why should it matter whether it is Home Depot or Bob's Laundry - the legislature should still be 'protecting' the public.

If their logic is to generate funds from corporate America, then I see them exempting local business. But then everyone would understand what their up to, maybe!!!!

In general; a law, rule, or regulation should be thoughout and have few exceptions to the entities it effects.

The key point is this quote:

"Treasury spokesman Andy Pratt said the state is still discussing implementation of the law with retailers, some of which already have started collecting ZIP codes. Small businesses are exempt from the law."
